NOTICE OF RACE
1. EVENT: The inaugural 2021 Statue of Liberty Twelve Meter Cup Regatta (Regatta) will be held in New York Harbor from June 3-6, 2021 sponsored by the Manhattan Yacht Club (MYC). The MYC is a US Sailing recognized organizations and are the Regatta Organizing Authority (OA), staffed by the OA Committee and a Race Committee (RC). This invitational event is not affiliated with the International Twelve Metre Association (ITMA) or the 12-Metre Yacht Club.
2. ELIGIBILITY: The Statue of Liberty Twelve Meter Cup is an invitational racing regatta, with an invitation being extended by the OA to any yacht that has ever met the 1958 12-Meter Rule, and selected others.
3. RULES: The following are the primary Regatta rules, the OA may issue additional rules as needed.
3.1 The Regatta be governed by the rules defined in the Racing Rules of Sailing (RRS) and the Equipment Rules of Sailing (ERS) in English text.
3.2 The RC may change a racecourse at any time before the race start if weather or other local conditions dictate. The RC may impose suitable penalties, including disqualification, for violations of the Class Rules or other non-Part I or Part II rules of the RRS.
3.3 If a crew member falls overboard during a race, no longer connected to the yacht, shall:
A. Immediately and safely maneuver to recover the overboard crewmember or aid to other vessels making the recovery as may be needed.
B. Retire from the race and notify the RC on the fleet VHF Channel 68.
C. Post-race, provide the RC with details on the cause of the overboard incident and future preventative measures for forthcoming Regatta races; and
D. The RC will award a race score equal to the number of starters for that race without a hearing, with the scoring abbreviation “MOB.” This changes RRS 63.1, A4, A5 and A11 but obligations per RRS 1.1 are not changed.
4. EQUIPMENT and MEASUREMENT: Only formerly measured 12-meter yachts will be invited.
4.1 The Regatta is an invitational event, and a current measurement certificate is not required.
4.2 Yachts will comply with the RC who will check flotation and safety equipment prior to each race.
4.3 All yachts are subject to a technical inspection at any time during the Regatta by the RC.
5. ADVERTISING: The OA will have the event covered by various media groups and a separate Media Consent Form will be provided by each yacht owner when registering for the Regatta. Additionally, the following items will apply:
5.1 Yachts and crew may be provided cameras (e.g., Go-Pro) to record and broadcast races.
6. ENTRIES: The following is the procedure and deadlines for entering the Regatta:
6.1 Invited yachts shall enter by completing the Official Entry Form and submitting it with the appropriate payment in US funds online Venmo. Evidence of insurance is also required (see Section 16).
6.2 The entry fee is as follows; no entries will be accepted after May 25th.
A. $1,200
· 1st $400 (non-refundable entry payment) due via Venmo by February 15, 2021
· 2nd $400 (non-refundable entry payment) due via Venmo by March 15, 2021
· 3rd $400 (non-refundable entry payment) due via Venmo by April 15, 2021
B. $1,500 entry fee if received after April 15th, 2021
6.3 The entry fee includes:
B. 15 tickets to the Owners’/Skippers’ Reception on Wednesday, June 2 from 1600-1900.
C. 15 tickets to the Mid-Regatta Barbecue on June 4 from 1700-2000.
D. 15 tickets to the Awards Ceremony on June 6 from 1700-2000.
6.4 Yacht dockage at Liberty Landing Marina is available from June 1-7, 2021

8. DIVISIONS: Divisions will be created as boats enter.
9. RACECOURSES: The following is general racecourse information, with specifics to be provided daily in the Sailing Instructions (SI) posted at the MYC and via email by the RC by 1700 the prior day by the RC.
9.1 Racing will be on New York Harbor.
9.2 Courses will be described in the daily SI.
10. PROTESTS and PENALTIES: The RC will use the RRS to guide the evaluation of protests and assignment of penalties after each race, in RRS 44.3 will apply. The penalty will be two (2) places. However, when a yacht may have broken RRS 31 but not a Rule of Part 2 in the same incident, the penalty will be one (1) place. Decisions on protests and penalties will be posted by the RC by 1900 each day of the Regatta for all races that day.
11. SCORING: Scoring will be in accordance with RRS Appendix A (Low Point System). Yachts may not be scored if waivers signed by the skipper and all crew members are not turned in to the RC prior to the first warning signal of racing on Wednesday, June 3, 2021.
12. SUPPORT BOATS:
12.1 Each entry may register support boats by completing the Support Section of the Official Entry Form.
12.2 All support boats shall register with the RC on Wednesday, June 2nd at MYC.
12.3 The RC will provide each support boat with a support boat flag and the support boat shall always fly it visibly when in the vicinity of the racecourse.
12.4 Support boat drivers shall attend the mandatory briefing at 1700, June 2 at MYC.
12.5 With the permission of the RC, support boats may be allowed on the racecourse during racing.
13. AWARDS: Division awards will be determined by number of entries.
Overall Winner:
13.1 The Manhattan Yacht Club will present the Statue of Liberty Twelve Meter Cup to the overall winner of the event.
14. LIABILITY: The following liability procedures will be adhered to by all boat owners and crew:
14.1 CREW WAIVER FORM. As a condition of entry, each owner, skipper, and individual participating crew member shall sign a liability waiver/media release; and the fully executed Crew Waiver Form shall be submitted with Entry Form prior to Skippers’ Meeting.
14.2 Competitors participate in the regatta entirely at their own risk (See RRS 4, Decision to Race) and the Manhattan Yacht Club, (the Organizing Authority), volunteers, sponsors and any affiliated companies will not accept any liability for any material damage or personal injury, or death sustained in conjunction with or prior to, during, or after the regatta/event.
15. INSURANCE: The following insurance requirements apply to each participating yacht and owner:
15.1 Each participating yacht shall carry at least $1,000,000(USD) of fully paid liability insurance with a valid third-party insurance company naming the Manhattan Yacht Club and including its officers, and all regatta-related personnel, paid or volunteer, as additional insureds.
16. RACE COMMUNICATIONS:
16.1 All yachts and their support boats shall have VHF radios capable of receiving and sending transmissions on VHF Channel 68 (Ch. 68).
16.2 Yachts shall monitor Ch. 68 while competing. However, except in an emergency, a yacht shall neither make radio transmissions while racing nor receive radio communications not available to all yachts. This restriction also applies to the use of cell phones.
16.3 During the race, contestants shall not receive weather, current, or navigational information except from a publicized source available at no cost to all competitors.
16.4 Subscription, password protected, or restricted access web pages are considered private information and shall not be used for the transmission or reception of specialized weather information.
17. MEDIA RELEASE:
This event will be covered by local, national, and international print and broadcast media. As such, all participating owners and crew must complete the Media Release Form in the registration package to give their permission to use their name, voice, image, likeness, biographical material and representations of themselves and their yachts by the OA for the purposes of advertising, promoting, reporting, and disseminating information regarding the event, races, and related activities.
18. LEGAL PROVISIONS
18.1 All Federal, State, and Local laws and regulations will be followed regarding event size and activities.
